Welcome to the consultation website for proposals at Land North of Southend known as Garon Parkside and Bakers Gate.

This website has been created to support engagement on an emerging mixed-use development to the north of Southend, which has the potential to deliver much-needed new homes alongside supporting infrastructure, open space and community uses.

Bringing together this community is an ambition which will take several years, and we want to ensure our plans for homes grow alongside the infrastructure needed to allow people to make more sustainable and practical everyday choices, with local schools, shops and medical facilities reachable on foot or by public transport.

We are currently proposing:
Housing

Up to 3,000 new homes, including affordable housing and homes for older people

Green Space

High quality public green space and landscaping, accessible for people to use every day

Primary School

Land for a 3-form entry primary school to meet local needs

High Street

Commercial floorspace to support local employment

Local Centres

Distinct, mixed-use local centres for Garon Parkside and Bakers Gate

Transport Network

Improvements to the local transport network, making public transport more accessible and reducing reliance on the private car

In February we spoke to you to share our emerging vision for the area and the importance of providing infrastructure to support growth. Now, with plans at a more developed stage, we are speaking to you again ahead of our intention to submit an outline planning application in September 2026.

These plans are being developed in discussion with Southend City Council, business groups, other key stakeholders such as bus operators, and the community.

An outline planning application is an important part of the planning process, and is responsible for setting out the principle of development, key parameters and how these will be managed, including.

More detailed matters, including the final appearance of homes, detailed layouts, landscaping and individual buildings, will come forward later through key phase, design code and reserved matters stages – which you will have the opportunity to comment on all of, as the scheme is built in phases, over several years.

As part of this consultation process, we are providing you with an update on our developing plans currently are, and providing you with further opportunity to influence the proposals. We also want to hear from you in terms of what is important for you to see come forward.
